The Narcotics Control Commission Bill, 2023, has been approved by parliament. By passing, the Interior Ministry will have the power to issue permits for the industrial or medical cultivation of cannabis with a dry weight content of no more than 0.3%. After the Supreme Court declared Section 43 of the law to be unconstitutional, the law's initial passage was hampered.

In Ghana, Section 43 gave the Interior Minister the authority to grant a license to a company so it could grow a small amount of cannabis for both industrial and medical uses. The Supreme Court declared that section to be void because there was no floor discussion of it. Alban Bagbin, the Speaker of Parliament, and Ambrose Dery, the Interior Minister, criticized the supreme court for that decision.

On Wednesday, July 12, 2023, Parliament revised the law and reinserted the same clause. After no one objected, the Speaker said, "Honorable members, the Narcotics Bill, 2023 is being read a third time and passed."
